Constitution of the Undergraduate English Association
The Northwestern University Undergraduate English Association shall exist to promote the literary interests of the student body, provide services to those with literary interests, serve as a liaison for communication between students and the English administration, and organize activities.
Article I. Organization and Membership of the Association
Section 1: Organization
A. The Undergraduate English Association shall consist of three branches: the Executive Board, the General Assembly, and the committee system.
Section 2: Organization and Membership of Executive Board
A. The Executive Board shall consist of the President, Vice-President, Secretary/Treasurer, Tech Chair, and Committee Chairs.
B. Any permanent member shall be eligible to run for the executive board.
Section 3: Organization and Membership of General Assembly
A. All undergraduate students are eligible for membership in the UEA general assembly as members or permanent members.
B. Initial Membership: An initial member is any student who signs up for the club and attends a first meeting.
C. Permanent Membership: A permanent member is any person who attends at least three UEA meetings or activities during the academic year.
Section 4: Committee Structure
A. Any Northwestern student may serve as a committee member or chairperson.
B. Committees are maintained under the discretion of the executive board.
C. Permanent Committees will include the Academic Committee, Social (Events) Committee, Publicity Committee, and Outreach Committee. Other committees can be formed under the discretion of the executive board to serve the needs of the UEA.
Article II. Executive Board
Section 1: President
A. The president shall preside at all meetings and ultimately be responsible for directing the membership toward the desired goals of the UEA. He/She shall understand the associationšs constitution and by-laws, know university policies and regulations. He/She shall be the official representative of the association to the University. He/She shall call general and Executive Board meetings. The President will also preside over the Academic Committee.
Section 2: Vice President
A. The Vice-President shall assist the President in executing his/her duties and preside at all meetings in the absence of the President. He/She shall understand the associationšs constitution and by-laws, know university policies and regulations. The Vice-President shall be responsible for recruiting efforts and finding new events.
Section 3: Secretary/Treasurer
A. The Secretary/Treasurer shall keep a permanent record of the associationšs activities, including attendance, roster, mailing lists, correspondence, constitution, and minutes. He/She will assist in obtaining funds from the department and keeping a record of financial transactions. He/She will be responsible for the UEA newsletter.
Section 4: Tech Chair
A. The Tech Chair shall be responsible for maintaining the associationšs website and list-serve. The Tech Chair will update the website throughout the year to advertise upcoming events and to add details about past events.
Section 5: Committee Chairs
A. Committee Chairs will be appointed by a majority vote between the President, Vice-President, and Secretary/Treasurer. The committee chair position can be shared by two people if necessary. Permanent Committee Chairs shall include the Social Chair, the Publicity Chair, and the Outreach Chair. Other chairs can be appointed with the formation of other services offered by the UEA.
Section 6: Impeachment
A. The President, Vice-President, Secretary/Treasurer, Tech Chair, and the Committee Chairs may be removed from office by a majority vote of the Executive Board followed by a two-thirds majority vote of the UEA members present at the next general meeting.
Article III. Committees
Section 1: Social (Events) Committee
A. The Social (Events) Committee will serve to find new events for the Association, both on and off campus. The Social (Events) Committee will make recommendations to the UEA about former events and possible future events. The Social (Events) Committee will meet once during the month before the general meeting to research possible events, paying close attention to literary events of organizations such as the Poetry Center and the Guild Complex in Chicago.
Section 2: Publicity Committee
A. The Publicity Committee will be responsible for publicity for UEA events. The Publicity Committee will design paper and e-mail flyers, table-tents, banners, quarter-sheets, and other publicity aids as directed by the executive boards. The Publicity Committee will be responsible for flyering and chalking efforts on campus. The Publicity committee will meet as needed by upcoming events, under the discretion of the chairs.
Section 3: Academic Committee
A. The Academic Committee will research and make recommendations to the English department about courses, major/minor requirements, organization within the department, and other aspects of the English course of study. This committee will serve as a liaison between the English students (and those taking English classes) and the department.
Section 4: Outreach Committee
A. The Outreach Committee will research and direct community service projects in Evanston and Chicago, especially in the area of readership programs. The Outreach Committee will be responsible for responding to other community service groups on campus.
Article IV. Voting and Elections
Section 1: General Voting
A. All UEA members shall be eligible to vote.
B. Specific initiatives shall be voted on at regular meetings and shall carry with a majority vote of UEA members present. The President will determine if the voting shall be by open or secret ballot.
Section 2: Voting on Amending
A. Amendments to the constitution shall be voted upon as provided in Article V, Section 1.
Section 3: Elections
A. The election of officers shall be conducted by secret ballot.
B. The President shall call for elections before the end of the spring academic quarter.
Article V. Meetings
Section 1: General Assembly Meetings
A. The general assembly of the UEA shall meet regularly as specified by the president, and no less than once a month.
Section 2: Executive Board Meetings
A. The executive board shall meet regularly and prior to every general assembly meeting as specified by the board.
Article VI. Constitutional Amendments and Ratifications
Section 1: Amendments
A. Amendments to the constitution may be proposed at any General Assembly meeting and voted upon the next meeting. Proposed amendments must be discussed at least one general meeting prior to the voting date. An amendment will carry with a two-thirds majority vote of the members present.
Section 2: Ratifying the Constitution
A. This constitution becomes effective upon a two-thirds majority vote of members present. Voting on ratification must be announced at least one general meeting prior to the voting date.
B. This constitution was ratified on October 31, 2004 by a majority vote.
